I would argue that propaganda is only ever FOR the people already inclined to listen.
The Chinese don’t watch american hollywood (propaganda). Japanese media is not popular in North Korea.
The soviets only ever made shit for Soviet citizens.
People can enjoy the aesthetics of certain propaganda even if they’re not the intended recipient, but this is simply appreciating a certain aesthetic or expression. It’s harmless.

Propaganda doesn’t actually convert someone wholly opposed to your viewpoint.
These videos work great for snagging people already inclined towards the thing however. That’s the point of propaganda.
To give an appealing viewpoint and to have some sort of allure and unified aesthetic to go after.
